The story is a little clunky, namely because I do a lot of world building. I hope you enjoy it! Anyway: Jane Reed's spanking service had taken on a new purpose in the last few years. While initially hers was no different than any of the many other independent spanking services that had started since the federal home education act was expanded to include small businesses. It allowed people, like Jane, to apply for a new breed of educational qualification. This would be the disciplinarian's license, and it's purpose should be fairly obvious. When the parents of Elwood had started sending their daughters to her, being the only such service close enough to the suburbs, her job was so simple. The girls show up with their "report card", listing their misdeeds and trespasses and Jane would spank them as much as she could justify with her training. The Disciplinarian Society was very stringent and investigated it's members regularly to insure that they worked within the letter of the new laws. They had worked hard to get it passed in the late 80's, and much of that had come on their reputation. But then, as these spanking "offices" and even "centers" had come into existence, things began to change. This started with the first ever spanking contest. It was just an excuse to have mass punishments on the weekends, originally. Girls would be gathered together, usually in pairs, and spanked in a number of ways. Then, they would be drilled on moral and scholastic questions, with the loser earning further punishment. Yet, as these competitions continued, girls with "stronger" butts began to come out on top. They could take longer and harder punishments, and therefore were able to answer the questions more steadily. With these victories, came status, not just for the girls for being so "upstanding" but also for their families, towns, schools, etc. To have a spanking contest winner as a graduate of your class or discipline center was a good notch to put on your belt. As things go, these events grew and grew, evolving out of living rooms and back yards into high school gyms. Girls were training themselves to harden their rears, and memorize the "morals" from the standardized Disciplinarian quiz. Standard routines soon evolved, typically designed to increase muscle and burn fat on the rear end while preparing them for a gauntlet of discipline. Sue Ellen hadn't "done" anything in months. No time, with her training in the way. Every day, she'd get up at 6:00 and do 30 minutes on her elliptical, followed by squat thrusts and mountain climbers. Then before school, she'd ask her mom for spanking. This continued throughout the day, as she, Francine and Muffy had all entered the same program. Instead of normal gym, they would show up for paddle training in the coach's office. Then, after school, two of them would go home and the other would have an appointment with Jane. This was her way of testing the girls, seeing which of them she would try to take to regionals. This was very important to her, as it had been years since an American girl had made it to the International Discipline Games. Sue Ellen's butt was getting harder every day. She no longer cried during the hand portion. Next, they'd start the paddle round. They had to go at least another hour, after all, the girl had the drive for it. She practically begged to stay overnight last week, the only reason Jane had to say no was that she felt it would be unfair to the other girls. Yes, things had really changed in a decade. The only reason girls were sent to women like Jane was training. The only reason she spanked DW was that she felt like it might give her edge over the girls, who wouldn't be able to start their training, legally, until a few years later. As for Arthur? Just ground him. Nobody did boy's contests. What was the point?
